1.            Rates may be quoted strictly as per tender list and specifications. Only single rate is to be quoted against each item. The following documents must be attached along with the tender.

  Ψ      EMD as per requirement in the form of demand Draft issued by the Govt. Bank.

Ψ      Sales tax clearance certificate.

Ψ      Sales tax registration certificate.

Ψ      PAN card

Ψ      Performance certificate for the last 3 years from any Govt. institutions

Ψ      Authorization certificate issued by the manufacturer of the quoted product.

Ψ      Drug license if applicable.

2.            The firm must be registered with the Sales Tax Department.

3.            The bidder must be a manufacturer or its authorized supplier who have an import/manufacturing license issued by the competent authority WHO GMP & CE certificate should be attached with the tender wherever applicable.

4.            Only those tenders who have been purchased tender form from the Society will be entertained.  The Tender forms purchased from this office are not transferable.

5.            The tender should be accompanied by Earnest money of Rs.20,000/-or money so demanded  in the form of Demand Draft in favour of Delhi State AIDS Control Society.  Tender not accompanied by Earnest Money will summarily be rejected.

6.            The tender must be accompanied by an undertaking (specimen enclosed) duly signed by the bidder.

7.            The tender must have the covering letter indicating the list of enclosures attached with the tenders.

8.            Each page of the tender should be numbered and signed by the tenderer with seal of the firm.

9.            The tenderer should specify the brand name, manufacturing company and specifications of each product.

10.       Only single rate should be quoted for the prescribed specifications of each product/item.  The rate quoted should be inclusive of taxes viz. local/central sales tax etc. and should be in words as well as in figures.

11.       Over writing, erasing, cutting or use of whitener must be attested, failing which the tender is liable to be rejected.

12.       All the items should have sufficient shelf life (minimum one year from date of supply).   

13.        The relevant consumables should be supplied in proper cold chain conditions. 

14.       Satisfactory quality certificate for each batch of item from Govt. approved Lab. should be attached at the time of supply wherever applicable.

15.       Each item should be marked as “GOVT. (DSACS) SUPPLY NOT FOR SALE”

16.       The tenderer must submit the two set of samples of each items with proper tag and mentioning particulars of the product. For equipments catalog /literature should be enclose with the tender.

17.        The successful tender will have to deposit 5% security of the tender amount.  The Security Deposit will be returned within 30 days after supply of entire material.  No interest will be paid on the Security Deposit. However EMD can be adjusted for security deposits.

18.       Earnest money of the bidder will be returned after completion of the delivery of the material subject to the entire satisfaction of the Society.  No interest on Earnest Money will be allowed.

19.       The entire quantity will have to be supplied to the Society or its selected place within 30 days from the date of issue of the supply order.

20.       If the material is not supplied by the due date, the security deposit will be forfeited besides taking other suitable action against the firm.

21.       No separate cartage will be admissible for the delivery of the material at the office of the Society or at the given place. Items are to be delivered on door delivery basis (FOR).

22.       Statutory deductions as required under law will be made and no reimbursement of the same will be admissible.  However, a certificate of the deductions will be issued.

23.       All disputes and differences arising during the supply of the material shall be mutually settled.

24.       The Project Director reserves the right to reject any or all the tenders without assigning any reason.

25.       The Earnest Money of the unsuccessful tenderer  will be returned within 30 days from the finalization of the tender.

26.       For equipment the firm will have to provide 2 years comprehensive guarantee and during this period the firm will have to give free services including all required spares. After guarantee period firm will have to give non comprehensive AMC For three years. Under non comprehensive AMC the firm will provide free services for 3 years, parts if any required will be chargeable.

27.       Further the firm will have to give an undertaking to provide AMC on chargeable basis after guarantee period.

28.       The items/equipments should be manufactured by   reputed/renowned manufacturer with quality certification.

 TECHNICAL BID:

 The firm should submit the technical bid (descriptions of quoted items) with technical features in duplicate along with the details as per Annexure in sealed cover separately super scribing  the cover “word Technical bid” mentioning group No, Name of the group, due date for opening and name of the tenderer. The technical bid should contain only the name of items with specification, make, brand of the items. Price should not be quoted with the technical bid otherwise the tender will be rejected .Literature/catalogues in support of quoted items must be enclosed. The following documents must be submitted with the technical bid duly attested by the Gazetted Officer:-

4.            The product should have positive and negative controls.

5.            The kit should have a shelf life of minimal 12 (Twelve ) months at the port of discharge  or consignee’s end which ever is applicable.

6.            Adequate literature dealing the components, methodologies, validity criteria and performance characteristics, storage condition, manufacturing & expiry dates of the product should be provided with each kit.

8.            Should have sensitivity level at 99.8 % and above and specificity level at 98. 5 % and above.

9.            In case of indigenous manufacturers they shall have license issued by the competent authority defined under Drugs and Cosmetics Act, 1940, after appropriate evaluation by the centre approved by DCG (I).

10.       The supplier / local agent should have facility for storage of kits at 2° – 8° C.

11.       The total testing procedure should be completed by 30 – 45 minutes.

12.       Provision shall be made for conducting single test at a time.

13.       The packing size shall not be less than 25 (Twenty five ) tests   and not more than 100 ( one hundred ) per kit.

  

B). HIV ( RAPID ) Test by Principle of Agglutination

1.     Should be solid phase /particle coated with synthetic / recombinant HIV I and HIV II antigen.

2.            The assay should be able to detect antibodies to HIV I and HIV II antibodies by Agglutination.

3.            The product should be able to detect all the circulating antibodies of HIV I  and HIV II at the earliest possible time span following infection/exposure.

4.             The interested party should preferable submit evidence based sero- conversion data from WHO accredited centers.

5.            The product should have positive and negative controls.

6.            The kit should have a shelf life of minimal 12 ( twelve ) months at the port of discharge  or consignee’s end which ever is applicable.

5.            Shelf life should be minimum of 12 ( Twelve) months at the port of discharge or consignee’s end whichever is applicable.
