Term of Reference for awareness campaign in JJ Cluster


Background –

Delhi is a highly vulnerable state with HIV prevalence rate of 0.2% among the general population and >5% in High risk Group population which is uniformly spread in all the 9 districts as per the Annual Sentinel Surveillance of 2006. Delhi is divided into 9 districts, out of which 4 districts namely North, East, North-east & Central are under category ‘B’ and the rest 5 are under category ‘C’ on basis of HIV prevalence. Delhi has multiplicity of systems of Health such as MCD, NDMC, DHS, Delhi Cantonment, CGHS, ESI etc. and all are working in parallel to each other but no single authority is placed at district level to coordinate all the activities. Delhi State AIDS Control Society is a nodal agency working Under National AIDS control organization responsible for implementing HIV/AIDS prevention as well as care and support program in the state of DELHI.


A recent study by ILO in coordination with DSACS revealed that over 50% of patients on Anti Retroviral Treatment in Lok Nayak Hospital & Dr. RML hospital, the two major ART centers of Delhi, are from low socio-economic class, >40% are from other states and their monthly family household income is 4000/pm, majority being either unemployed or working as casual labour.


Currently, HIV/AIDS Control programme is putting more emphasis on educated, young population as more than 50% of new infections occur predominantly in this age group. However, regarding people from low socio- economic class IEC HIV/AIDS awareness campaigns are warranted considering the present scenario.
CNA 2001 Findings:
 
Public education to be carried out repeatedly.
 
Mobilization of community organization, women groups, youth
 
Traditional media forms to be used for complimenting other communication efforts


As a part of IEC programme DSACS is conducting awareness campaign in JJ Clusters of Delhi
Objective of the Campaign- The objectives of the campaign is as following:
 
To create awareness on HIV/AIDS and STI among the slums & JJ Cluster population.
 
To create awareness in this population on the HIV/AIDS related services in Delhi.
 
To promote utilization of available services under HIV/AIDS control programme.

Methodology


The campaign is to cover the district wise all the JJ clusters of Delhi.
A. Selection of JJ Cluster:
Following guideline may be applied to select JJ Cluster for IEC campaign.
 
Selection of JJ Cluster for IEC campaign will be the responsibility of the agency on basis of following criteria.
 
Number of HUTS/ dwelling units>=100 or
 
Population in JJ Cluster >=500

B. Activity Plan: :During Campaign following activities should be conducted
 
Nukkad Natak-Duration 20-25 minutes,2 Per JJ Cluster
 
Film Projection- Films will be provided by DSACS
 
Counseling on issues related to HIV/AIDS-by counselors provided by the agency selected for the job.
 
Condom and IEC material distribution- IEC material and Condoms will be provided by DSACS

C. Budget Heads (Per Location)
 
Cost of Nukkad Natak: 3000/- JJ Cluster
 
Rent of Audio Visual Aids(T.V, Audio system, Generator): 7,500/-
 
Tent and furniture for counseling Stall: 2000/-
 
Honorarium to the counselor:- 500/-
 
Documentation & Report Writing: 1000/-
 
Administrative cost to the NGO: 1000/-

D. Essentials
 
In one day only one awareness camp can be conduced
 
The camp would be organized in evening hours
 
The duration of camp should be 3-4 hours
 
Budget should be given in above mentioned heads.
 
List of Selected JJ Cluster should be provided to DSACS with the proposal
 
One agency can only apply for one district.
 
The proposal should be submitted latest by 5.00 PM, with in 15 days of advertisement in newspapers in the office of DSACS in sealed envelopes mentioning ”Proposal for JJ Cluster IEC Camps“ in the name of the Project Director, DSACS.

Approach & Methodology
 
Certificate of previous experience of organizing IEC campaigns specially in relation to HIV/AIDS at community level in proposed area.
 
Name & CVs of proposed team members.
 
Details of assets & infrastructure like audiovisual aids etc.
 
Audited statement of last three years.
